Memphis has a new polling precinct-- the city's cemetaries. A Memphis TV station reports that at least 68 dead people have voted in Memphis elections from 1994-2004. AP picked up the story here. The investigation started after the Commercial Appeal found that at least two dead people voted in a special election in Senate District 29, where Ophelia Ford beat Terry Roland by a mere 13 votes. Election Commissioner Richard Holden said weak identification requirements under federal law designed to prevent discrimination could have contributed to the problem.
