The Tennessean looks today at possible bills that will be put forth in Tennessee's new legislative session other than ethics reform measures. Those might include a Taxpayers Bill of Rights which would return any surplus in state government in the form of a tax rebate. Another bill would give property tax breaks on owners of low-income housing. The Memphis Commercial Appeal also reports on another measure that may be up for consideration in the next session that has been lobbyied for extensively by Shelby Co. Mayor A.C. Wharton. The measure would expand county government's taxation authority and has found favor with House Speaker Jimmy Naifeh.
