Previously Governor Bredesen's plan to use lottery money to fund a new pre-K educational program was met with criticism on both the left and right. Small government conservatives may have a new reason to oppose it- the measure calls for a new bureaucratic wing of the State Department of Education to be created called the Office of Early Learning and the long-term cost of the project is estimated at $275 million, while the Governor has proposed taking only $25 million from the lottery fund.
